HighLevel pricing explained

The plan price is only part of the bill. Here is how the wallet, usage rates and add-ons work, with the arithmetic.

HighLevel has three self-serve plans plus an Enterprise plan you have to request. All self-serve plans start with a 14-day free trial, include unlimited contacts and users, and include the same core features. What changes is how many client sub-accounts you get and what you can resell.

The plans

PlanMonthlyAnnualBest for
Starter$97/mo$970/yrSolo marketers, a single business, or a new agency with up to 3 sub-accounts
Unlimited$297/mo$2,970/yrGrowing agencies: unlimited sub-accounts, rebill phone and email at cost, basic API
Agency Pro$497/mo$4,970/yrAgencies selling HighLevel as their own software: SaaS Mode, automated sub-account creation, rebilling with markup, advanced API

Annual billing works out to ten months' price for twelve months. Prices are from gohighlevel.com/pricing, checked October 27, 2026.

The wallet: how usage is billed

Phone, text, email and some AI features are not included in the plan price. HighLevel's pricing guide explains that these are paid from an agency wallet: HighLevel charges your card to load credit, deducts usage as it happens, and automatically recharges when the balance drops below your minimum.

You can see every charge, broken down by sub-account, under Agency View, Settings, Billing.

Published usage rates (US)

These are the rates HighLevel publishes in its help center for the built-in phone and email systems.

ItemRate
Local phone number$1.15 per month
Toll-free number$2.15 per month
SMS, US/Canada$0.00747 per segment, inbound or outbound
Carrier fees on SMSroughly $0.0025 to $0.01 per message depending on carrier and direction
Outbound calls, USabout $0.0166 per minute
Inbound calls, US (web, mobile or desk phone)about $0.01165 per minute
Call recording$0.0025 per minute plus storage
Email$0.675 per 1,000 emails
Email validation$2.50 per 1,000 checks

HighLevel says its phone pricing matches Twilio's, and it charges for inbound texts at the same rate as outbound. Calls are billed in full minutes.

Text message registration

Sending SMS from a US local number requires A2P 10DLC registration. HighLevel's phone pricing guide lists a one-time registration fee of $22.50 for sole proprietor and low-volume campaigns ($64 for high volume) and a monthly campaign fee that ranges from up to $2.10 to $10.50 depending on campaign type. Submitting a campaign starts those fees whether or not it is approved.

Worked example: one local business, one month

Here is the arithmetic for a modest local service business using HighLevel's listed US rates. The volumes are made up for illustration; plug in your own.

ItemVolumeCost
Local number1$1.15
SMS segments (sent + received)1,000$7.47
Carrier fees (estimate at ~$0.004 avg)1,000about $4.00
Email4,000$2.70
Calls (inbound + outbound)300 minutesabout $4.25
Monthly 10DLC campaign fee1up to $10.50
Usage subtotalabout $20 to $30

On the Starter plan, that business would be looking at roughly $97 plus $20 to $30 in usage. Long text messages count as more than one segment, and messages with images are billed as MMS at higher rates, so real numbers move around.

Rebilling: passing usage to clients

If you run an agency, usage is charged to you first. What you can do next depends on your plan:

  • Starter: you pay usage and handle it in your own client pricing.
  • Unlimited: you can rebill phone and email usage to clients at cost.
  • Agency Pro: you can rebill with a markup and keep the difference. AI Employee usage rebilling also requires this plan.

HighLevel notes that when rebilling is enabled, a fixed 5% markup is applied at the sub-account level to certain pass-through charges such as A2P fees and carrier fees.

HighLevel says AI assistants are free for agency users on all plans, subject to fair use, while AI agents that handle ongoing conversations and calls are paid.

Which plan to choose

  • One business or testing the waters: Starter. Three sub-accounts is plenty.
  • Agency with, or soon to have, four or more clients: Unlimited. The extra $200 a month buys unlimited sub-accounts and at-cost rebilling.
  • You want to sell the software itself under your brand: Agency Pro. SaaS Mode and marked-up rebilling only exist here.

You can upgrade mid-month; HighLevel says you are charged the prorated difference.
